Hmm, wonder if this came up in A Visual History. It is possible these are lost episodes. Sometimes the animation studio does so terrible a job with a terrible script and/or takes too much time, the showrunners are in a time crunch and have to torpedo an episode. One instance of this on Batman: The Animated Series was this episode called "The Count and The Countess" But then later into the series, an episode titled "See No Evil" was completed and given the production # assigned to "The Count and The Countess". "The Count and The Countess" would have between episode 10-15 whereas "See No Evil" aired as the 56th episode around episodes with production numbers in the 530s-550s. Or I've heard in instances, the budget is in danger of running over (i.e. too many retakes than they thought got called) so they look for an episode or however many that just aren't going well and axe them to save money.
It's certainly possible "If this is 1930, Then This Must be Soho" was an early title for "Play Them Ragtime Boos" and "Comrade Ghost" an early title for "Captain Steel Saves The Day".
