If you have any experience with 3D software such asa Tinkercad, Blender or Fusion 3D you can basically build a figure from gound up. I have no expereince with 3D software but you might be able to find files you can edit on thingiverse, and cults3D. There are other sites but i'm not listing them all. If you have the haunted Human action figure you can always buy a 3D scanner or even go to Etsy like sites and hire someone to make the files you need. Depending on who you find it could be a cheap or expensive endeavor. (More likely if it's custom work it's going to be spendy.)

Once you have your files you need to figure out if you want to go with a service that prints files, or buying a 3D printer yourself. There are a lot of printers under 500 that are decent and faster compared to ones available a few years ago. You just need to do the research and figure out whats best for the direction you want to move in. The quality of the figure you want will depend on whatever your budget is.
